This phase includes the route structure and reset-token persistence foundation. Email delivery and production messaging remain deferred until a mail service is configured.
Deferred delivery
Password reset token issuance is modeled in the database foundation, but outbound reset email delivery is intentionally deferred until the environment is configured for SMTP.
